REQUEST FOR PROPOSALS 
Raising the Roof 2026-2029 Strategic Plan 

Invitation 


Raising the Roof is seeking proposals from qualified consultants with demonstrated experience leading processes for the development of strategic plans. 

This strategic plan will help define our vision, mission, goals, and measurable objectives while responding to the current housing landscape, community needs, and organizational capacity from the spring of 2026-2029. 

About Raising the Roof   


Working from the principle of housing as a human right, Raising the Roof is a national charitable organization dedicated to the provision of housing solutions for the prevention and reduction of homelessness in Canada. We are currently scaling up our housing operations to offer affordable, supportive housing options for individuals and families across the country. We are focused on developing and managing affordable housing, advocating for impactful policy changes, and supporting individuals who are homeless or at risk of homelessness. Our mission is to ensure that everyone has access to stable, affordable housing and the necessary support to thrive. 

Background  


As a national organization working to address housing and homelessness in Canada since 1997, we have been committed to innovation in our sector since inception through our work to promote effective public policy and community solutions through research, public awareness, and education. Starting in 2019, in response to the growing need for supportive affordable housing across Canada, Raising the Roof has expanded into the areas of affordable housing development and operations. With a growing portfolio of housing units under management, and plans for expansion well underway, we believe now is the opportune time to set of next set of strategic goals and examine the organizational capacity requirements to achieve them. 

To achieve its goals, and to amplify them, RTR has developed a strong partnership model in three areas: 

  • The inclusion of social enterprise partners (social procurement) wherever possible to realize additional outcomes (alongside housing) in the areas of training and employment opportunities for marginalized groups. 

  • Working with local housing support partners across the country to meet the unique needs of families and individuals accessing RTR’s range of supportive affordable housing. These support services are in line with best practices to promote housing stability and long-term tenancy. 

  • Supporting a growing number of partner organizations (particularly value-aligned non-profits and municipalities) to develop their own housing solutions. 

 

Scope of Work 

The selected consultant or firm will: 

  • Facilitate a strategic planning process inclusive of staff, Board members, and key stakeholders. 

  • Conduct an organizational assessment, including a SWOT analysis, review of current housing development (RTR equity projects and development management) and operations 

  • Review and refine mission, vision, and values statements 

  • Identify strategic priorities, goals, and measurable objectives 

  • Identify organizational capacity requirements for strategic plan implementation and success 

  • Provide implementation guidance and metrics for tracking progress 

  • Deliver a final written strategic plan document with an emphasis on clear and measurable goals 

 

Deliverables 

Stakeholder engagement strategy and timeline 

  • Facilitation of a board/staff strategic planning kick-off retreat (one day) 

  • Summary of data collected (internal/external analysis) 

  • Draft strategic plan for iterative review and feedback 

  • Final strategic plan (including implementation framework recommendations) 

 

Qualifications and Experience 


The consultant(s) should have a broad range of relevant, demonstrable expertise in non-profit strategic planning. Experience in the areas of affordable housing development, financial modelling, social enterprise business development and planning, housing and homelessness, and public policy is preferred. 

Proposal Submission Guidelines  


1. Personnel The company shall identify the staff and project personnel, including third parties (subcontractors) that will be responsible for implementation of the anticipated contract.  


2. Components of the Proposal  
Submissions must include the following:  

a. Corporate Profile 

An overview of the company’s services and relevant experience.  

b. Team Information 

Including current resumes on the level and experience of personnel to be utilized on the project and their relationship to the consultant/consulting company.  

c. Work Plan  

Full details of the scope of work including general approach or development strategy, activity plans with timelines, types of info, resources and supports that will be required from RTR, and explanations of how RFP requirements will be achieved.  

d. Project Costing 

A detailed breakdown of the costs associated with both the development and delivery work with the project, for example, labor, soft materials/supplies, subcontracts, travel, taxes, and incidentals. Total project cost should not exceed $50,000 (including tax). 

e. Special Considerations 

Please identify any unique challenge(s) that you perceive in executing the project, and how you might approach the challenge(s). 

 

3. Proposal Submission 
Electronic PDF copies of the proposal with all submissions must be received no later than 5:00pm (EST) on August 29th, 2025. Proposals must be marked with the name and address of the company, and the words “RTR Strategic Planning” in the subject line.

4. Proposal Evaluation 
Proposals will be evaluated by the RTR team. A contractor will be chosen on a proponent’s response to the enclosed project requirements and evaluated to the criteria listed below:  

  • 50% - A detailed plan and timeline 

  • 40% - A list of roles and responsibilities of your team members on the project, and your experience delivering similar strategic planning processes 

  • 10% - Fee structure, including for net new requests, if any, beyond what is outlined in the existing scope 
     

5. Timing 
The consultant must be prepared to begin work on the project immediately upon award of contract.
